Google encourages people who have accessed Google Talk through other apps to switch to Google Chat. The specific answer for my original question is that I have an unsupported setup in trying to use a 3rd-party chat client without a Gmail account associated with my Google account. Hangouts can still be used by owners of free Google Accounts, but they are shown a ‘Hangouts Coming Soon’ warning offering to switch to Google Chat.
